The community operates on city water and sewer. All utilities are billed back to the residents except for trash which is paid for by the ownership. Ponca City is a regional employment center in north-central Oklahoma anchored by major industry in energy, healthcare, and manufacturing. Major employers include Phillips 66, ConocoPhillips, INTEGRIS Health Ponca City Hospital, Dorada Foods, and Pioneer Technology Center. Phillips 66 operates the Ponca City Refinery on approximately 2,500 acres with a workforce of roughly 560 employees and a crude throughput capacity of 217,000 barrels per day, making it one of the largest oil refineries in the United States. The Osage Nation, headquartered nearby, is the largest employer in Osage County with approximately 500 government positions and roughly 2,000 jobs across its seven casino locations, including one in Ponca City. Housing supply in Ponca City remains critically constrained. A comprehensive study found that only 121 homes were built in the city over the entire past decade. In response, the Ponca City Development Authority committed $1 million toward new housing development over a three-year period through its Housing Incentive Program. That shortage supports strong demand for affordable rental options across the market. Some of the recent notable developments in the area include: July 2025: The City of Ponca City completed a $968,000 downtown streetscape project on Grand Avenue from 1st to 6th Streets, funded in part by ARPA funds and a $141,750 grant from the Oklahoma Main Street Incentive Program. The project added decorative lighting, redesigned corner islands, and converted Grand Avenue to a three-lane configuration, adding 98 net new parking spaces to the Central Business District. December 2025: Icon Cinemas completed a full renovation of the former AMC theater location on Prospect Avenue, reopening it as a modern four-plex after a four-year gap. The project was a partnership with the Ponca City Development Authority and features luxury recliners, upgraded digital projection, and enhanced sound. January 2026: Century Products LLC and K&C Manufacturing Inc announced the formation of Century Industries LLC, a new joint venture in Ponca City focused on injection-molded plastic and precision metal products. The partnership plans to invest in new technologies, expanded production capacity, and workforce development. May 2026: The Ponca City Development Authority partnered with the Kaw Nation and its tribally owned construction company, Skyland 3D, to build the first 3D-printed home in the state of Oklahoma at 1013 N. 7th Street in Ponca City, directly addressing the city's critical housing shortage.
