Housing Bill Takes Aim at
Affordability Over the Long-Term

The ROAD to Housing Act combines targeted reforms to expand housing production, but significant affordability challenges are likely to persist. Institutional ownership provisions preserve build-to-rent projects while adding compliance requirements, rather than an outright ban, for SFR investors. Funding incentives reward jurisdictions already adding housing, while restrictive markets may change little, widening production differences across regions.
