An advocacy group is seeking 18,000 signatures to place a rent-regulation initiative for Anaheim on the November 2026 ballot. The proposal would limit annual rent increases in the city of Anaheim to the lesser of 3 percent or 80 percent of the increase in the metro area CPI.  A seven-person rent guidelines board would be formed to oversee the process, and rents would be rolled back to Jan. 1, 2026, levels. The proposal would also expand restrictions on just-cause evictions and increase relocation assistance to up to four months' fair-market rent, up from one, as determined by the U.S. Department of Housing and Urban Development.
